Noel Rodriguez-Alvarez case: FBI announces $25K reward for info to help find Everman boy's mother

EVERMAN, Texas - The FBI is now offering a $25,000 reward as they continue to search for the Everman woman accused of killing her 6-year-old son.

Cindy Rodriguez-Singh is charged with capital murder and several other charges in connection to the death of her son, Noel Rodriguez-Alvarez.

Rodriguez-Singh's last confirmed sighting was at DFW International Airport with her husband and six other children in March 2023. Authorities say Noel was not among them. The family boarded a flight to India just as local authorities had begun to investigate the boy's disappearance.

"We’re still standing here today. We’re coming up on two years since the last time Noel was seen October will make two years since he was seen so this is very important to our community. Our staff has continued to work with all of our partners locally as well as with the FBI," said Everman Police Chief Craig Spencer.

On Thursday, the FBI announced a $25,000 reward for information that leads to the arrest and prosecution of Rodriguez-Singh.

"Our community needs justice for Noel and it is my strong belief that this reward will undoubtedly assist with that," said Chief Spencer.

FOX 4 has reported details of the investigation, including a search that included excavation and cadaver dogs at the property where Noel lived with his mother, stepfather and siblings in a makeshift backyard shed.

Noel's body was never found, but investigators believe the boy is dead.

Over time, the Everman Police Department made assurances the investigation remains active, despite the absence of press updates, which caused publicity to wane.

In October 2023, a Tarrant County capital murder warrant was issued for Rodriguez-Singh.

In November 2023, a federal warrant for unlawful flight to avoid prosecution.

The FBI says they have followed up on several tips and are working with international partners to arrest and extradite Rodriguez-Singh.

Authorities want people everywhere to be on the lookout for the mother, who is 5'1" to 5'3" and somewhere between 120 to 140 pounds, with tattoos on her back, arms and legs.

Rodriguez-Singh is believed to have ties to both India and Mexico.

Investigators would not give further information on where they believe the boy's mother is located or his cause of death.

"Our primary goal has to be seeking justice for Noel, and to do that we have to make sure that we protect the entire integrity of the investigation," said Chief Spencer.
